The reason that tesseract-ocr-deu gets installed by default is because
it is alphabetically the first language package.

tesseract does not work without a language pack, therefore it depends
on the virtual package tesseract-ocr-language, provided by
tesseract-ocr-deu, tesseract-ocr-deu-f, tesseract-ocr-eng,
tesseract-ocr-fra, tesseract-ocr-ita, tesseract-ocr-nld,
tesseract-ocr-por, tesseract-ocr-spa, tesseract-ocr-vie

apt-get install tesseract-ocr tesseract-ocr-ita

would install just tesseract and the Italian language pack.

apt-get gives you the option to cancel the install after telling you
which packages it is going to download.

So I don't think that this is a bug.
