I believe before "exit 0", the script should at least write out a message about Festival NOT being started because of /etc/defaults/festival .
Also, I believe RUN_FESTIVAL should be set to yes in /etc/defaults/festival. The current state has shown to be confusing for the users, at least in the accessibility area, where many blind people use Festival as their speech synthesizer.
