Well, APT now enforces Recommends by default, but the Debian Installer does not. I guess it will start doing so in the next months, when Recommends clutter in the archive has been fixed a little. In the mean time during the transition, you can ask aptitude to show you broken Recommends by searching for "~i ~BRecommends" (IIRC), or apt-get with "apt-get install --fix-policy".
