Norbert, I don't believe this is a political question. Moreover, in order to don't do politics, catalan language has to have its own package. And so have to other languages in similar situations. Catalan is spoken across 4 countries, and in 2 of them (Spain and Andorra) has official status. In Andorra is the *only* official language, and obviously Andorra is an State, so put catalan into a "-spanish" or "-spain" package is not correct, and confusing to many users (including me, who spent many hours trying to enable catalan support in LaTeX when upgrading to TexLive from TeTeX).
