Having slept on it I think this is the right answer.
Compression-Type: gzip|bzip2|lzma|...
converted into
Pre-Depends: deb-decompressor-lzma
by dpkg-gencontrol and into an appropriate -Z option by
dpkg-buildpackage, then ?
