Hi, I'm an intersted 3rd party. I've seen this as well. It is in fact
the fault of id3v2, in some sense. That program seems willing to tack 
id info on any file at all. (I tried a random text file)

My files are from the NPR All Songs Considered podcast, which is mostly
audio, w/ a few video casts as well. Example file:

npr_16037486.mp4, shows up in RSS mislabeled as type="audio/mpeg"

hpodder renames and tags to:
npr_16037486.mp4.mp3

file -i on both:

npr_16037486.mp4:     video/mp4
npr_16037486.mp4.mp3: audio/mpeg
