I think Pattara's QLibrary patch should suit this problem, in case dependency on libthai is frowned upon.
With Qt3, it would still require libthai-dev for libthai.so (without SONAME). But that would at least bring kdelibs-libthai interoperation back to previous state, as libthai.la is not required any more.
