Why on earth are you NMUing without notice for a wishlist bug during the
freeze, to add support for archs that aren't even in the archive?

Because it's in the best interest of our users of these systems and the NMU isn't intrusive. The Debian Policy Manual says that if one uses a list of architectures indicates that the source will build an architecture-dependent package, and will *only* work correctly on the listed architectures.


Technically you are correct in saying that amd64 isn't in the archive, but that would be different if there were no technical problems with adding an extra arch to the archive ...
