As explained on IRC, the only sane way is to get libungif4 hard removed from the archive (means, removal of it although there are rdepends against it in the archive): giflib replaces libungif4 ABI and API wise, as well as packaging.
The other possibilities would be to let all the rdepends/build-depends maintainer transition their packages (which can be avoided completely by the hard removal of libungif4).
