Bug#405904: gnome-chess: New upstream available: 0.4.0

I have built the latest upstream which uses gnome2.  You can find it here.

The maintainer appears to be pretty inactive.  I have pinged mia.  If 
the package gets orphaned, I will pick it up for the Games Team.
