That's true, but I think that for people who don't use Gnome or Kde (and probably have a lightweight configuration, without dbus-x11), but who want to use network-manager-gnome, having dbus-x11 recommended by network-manager-gnome would be a stronger incentive to install it (the average user doesn't care about the recommendations of dbus, because he doesn't even know what it is).
