Really, I think, Debian should not ship the contrib modules at all. They're officially marked as unsupported. And shipping modules which IMHO should not have been written in the first place for moral reasons is at least questionable: m_operspy.c -- This module will allow operators with access to spy on users. It should be noted the notion of this module practically invalidates any form of privacy. People who want unstable, unsupported, and ethically questionable modules really should compile them on their own.
