I do not understand the precise difficulty. Could you give an
example?

1. The expansion of shell meta-characters should be done by the shell.

2. "htlatex" works on only one document at a time so you cannot give
   multiple file names to the command.

This has already been done. There is a command called "mk4ht" which
calls the appropriate script for conversion with the appropriate
arguments. On the other hand, you may want something different...
