I verified that this bug is still in the version currently in unstable.

I used severity important because the unnecessary stop/start cycle
disconnects users even though that would not be necessary, since the
daemon supports the reload operation. As this is a network service, this
disruption of availability merits an important bug in my opinion.
However, feel free to downgrade the bug.

The fix is simple: Follow the instructions still present in your init.d
script and move the force-reload string from being an alias to restart
to being an alias to reload.
