When started as a user, system-config-printer endlessly asks for a
password, and this doesn’t work anyway as the user doesn’t have
sufficient rights to modify the settings. 

The simplest solution is to depend on gksu and launch the tool using
gksu in the .desktop file. This way, you have direct access and printers
can be configured correctly.
