I feel that upstream is justified to set WenQuanYi font as the top
priority.  After all, if a user goes through the trouble to download and
install the font, he/she is very likely to want to use it as well.

However, Debian as a distribution shouldn't blindly use upstream's
fontconfig settings in our packages.
