In fact I had this check in previous versions, but some people asked me to make pg_*cluster work under the postgres account, too, provided that the permissions of /etc/postgresql and /var/lib/postgresql/ were sufficient (i. e. writable by postgres). Seems that the default setup does not match this, at least not for upgrades. Thanks for the details, I'll improve the error mesage.
