Yes, quite right. This build-dependency was added before groff-base
existed.

Well, you still have to build at least some of groff, although you can
use the scheme documented in groff's debian/README.build to make this a
bit easier. Fortunately this too can be disposed of; all that's needed
is to force the issue with ./configure --with-mantype=doc. I've made
this change in CVS now.
