The "Ignore" menu item is not provided by the ignore plugin, but instead by Pidgin itself. While it may be technically possible to change the menu item's text, it would not have an effect on the functionality and would not behave as expected.
Since this is a clear bug from a user perspective (I don't care what code implements what, I just care that the program's display doesn't reflect the state of the settings I've made), should I file a bug in pidgin or a wishlist item somewhere? As a programmer, I'm sympathetic to your reasoning in tagging this wontfix from a plugin-pack perspective; I suspect that if I filed a bug against pidgin, the same thing would happen, again reasonably, but from an overall perspective that's just passing the buck, even if the only reasonable way of phrasing it is as a wishlist item.
