Hi,

take e.g. the following snippet from cpufreqd.conf:

cpu_nice_scale and delay_cycles are undocumented, there's only a passing
mention in the TODO file indicating it could be a future extension. 

You need to read the source to see that these rules are parsed, but
ignored.  Please do not confuse the user with this.
