Package: trousers Version: 0.3.1-3 tcsd doesn't create a pidfile, so the init script fails to stop it when told to. Moreover, the init script uses --oknodo to start-stop-daemon so you don't know that it hasn't been shutdown.
Please use --background and --make-pidfile with -f to tcsd to make it not fork and get a pidfile for it in start, and remove the --oknodo in stop. Thanks, David Smith -- man perl | tail -6 | head -2
