There should be a local trace file with the same name as your site, in
your project/trace/ directory.

Please see http://www.debian.org/mirrors/ftpmirror that recommends the
use of anonftpsync, which takes care of the trace file for you.

The big problem here, is that the unix links are not managed by your
ftp, http and rsync daemons.
That breaks all the symlinks used in the Debian archive (for example in
/debian/dists/)

If you find a solution so that the symlinks are correctly managed (not
displayed as .lnk, and available through http/ftp), the mirror can be
aded.

I fear that hosting a mirror of the Debian archive on win32 is quite
hard :/

Can't you host the mirror on a Debian system ? :-)

You can delete 4.0r1 and keep only 4.0r2
