Package: python-tal

Not entirely sure if its just a problem with the package definition or
if changes need to be done to the source. 

Now that python in onto python2.3 (and soon 2.4 i guess), it's difficult
to get around the dependency of python << 2.2, maybe we should have
python2.2-tal and python2.3-tal.
