The default cacti configuration for apache is like
         <IfModule mod_php4.c>
                ...
        </IfModule>

But since the package depend on php4 or php5
Dépend: ...., libapache2-mod-php4 | php4 | libapache2-mod-php5 | php5, ....
There should be another section inside <IfModule mod_php5.c>...</IfModule>
so that the default configuration work in any case.
