Yes, that is correct. The $ marker is only for virtual services, and the complete list of those are listed on <URL:http://wiki.debian.org/LSBInitScripts>. The openhpid init script should be fixed to include LSB tags. I just have not gotten around to report it to BTS. I suspect the ntp dependency is wasted as depending on $time is enough to make sure the clock is correctly set, and I assume it depend on ntp to make sure clocks are correct. And I further assume that it does not care when ntp stops during the shutdown sequence, and thus do not need to list it in should-stop. This is just based on my knowledge about ntp and heartbeat, and that is not much, so I might be mistake.
