This seems to be a problem with the mono-addin database. I could
reproduce the problem that "export to" menu was empty and installing a
rebuild made the "export to" menu again exposed again. But after
downgrading the menu was empty again. At the first look it seems that
the rebuild fixes the problem but it doesn't. When I rebuild the
mono-addin DB manually the "export to" menu works again as expected,
regardless of which version revision used.

Here the command to rebuild the mono-addins database for f-spot:
mautil -v --registry ~/.gnome2/f-spot reg-build

Thus I suspect the problem is related to assembly version changes.
Difficult to say if this is a f-spot or mono-addins bugs though....
