dpkg-statoverride is not a tool for packagers, it is a tool for local
administrators who want to _override_ the choice of packagers.

So please remove all calls to dpkg-statoverride and change the owner of
the various directories with simple chown calls. Make sure to remove the
override once in the postrm upgrade (with a test on the version to not do
it always). 

Furthermore, for some strange reason, the chipcard user disappeared from
my chroot several times during the last upgrades and each time dpkg was
refusing the work because it complained on the non-existing user when
parsing /var/lib/dpkg/statoverride. :-|
