Hm, more testing with more a real-life like test gave me the loop, so there is still a problem with these headers. I'm not quite sure where the loop is, but insserv is reporting one between mountall, nbd-client, networking, mountnfs syslog and ifdown. Dropping the X-Start-Before: $remote_fs break the loop.
