At the first glance, this is a user problem because the encfs manpage documents options like --public. At the second: IIRC the permissions are controlled by the FUSE core. I think the fusermount help page (also mentioned in encfs(1)!) should document how they work, how to deal with them or where to find additional documentation. Right now it does not even list the possible -o options, and I cannot get them with something like: "fusermount -o help". I think you can work around it by adding "-- -o allow_root" to encfs options.
