On http://www.emacswiki.org/cgi-bin/wiki/CursorOnLinuxConsole it's explained why starting (GNU) Emacs re-enables the blinking cursor and they describe how to modify the terminfo/termcap resources to disable cursor size changes. Escape sequences to disable HW cursor are explained in the Linux kernel documentation, the file should be called VGA-softcursor.txt I'm still looking for a way to disable the blinking cursor at boot or at least during boot...
