I think, this bug can be closed, because of the already existing debconf setting. But I don't dare to do it ... ;)
I think that should be the default condition; surely I'm not the only person in my condition.
It's something one needs to remember every time it's installed, and that's particularly difficult if one doesn't know it's necessary.
It actually happened to me yesterday, after I reported the problem
It happened again when running the above command:-((.
And worse, it didn't automatically restart. As I'd recently played with relevant firewall rules, I wasted time looking at those before I discovered I didn't have a working vpn.
