..you do not wanna support 2.4 with module-init-tools. No problem
with that, we still have modutils around for that ol' 2.4 work.

..I take it module-init-tools does know a 2.6.* from a 2.4.*?
(Does modutils, LaMont?)

..there are some good reasons some of us keep 2.4 kernels, like
supporting my old AMD K6-2 450MHz to keep things like FlightGear
flyable on cheap old junk, chk performance on 2.6 k6-2's versus
2.4 K6-2's and pile up .debs to help solve .deb conflicts.

..now, your fine fancy feature is denying me the use of modutils
for those ol' 2.4 K6-2 kernels on my old K6-2 box.

..precisely this denial, is the bug. I am perfectly happy to
help flog the modutils and the 2.4 kernel guys out of your way,
but you must allow their existence on my and similar boxes boxes.

..for this, I need your Conflict statement changed into a Suggest
or somesuch that will allow the co-existence of these 2 packages
on the same box, so I can growl at LaMont on future conflicts.
