If using insserv to reorder init scripts based on their hints,
loadcpufreq and cpufrequtils end up having equal weight, but
alphabetically cpufrequtils comes first, causing it to fail with default
setup.

Adding the init hint "Should-Start: loadcpufreq" to cpufrequtils works.
