Package: apt-mirror

apt-mirror uses 3 directories beneath its base path: var, skel, and mirror.
When installed these are created under /var/spool/apt-mirror/ (the default base
path) but if the base path is changed the user has to create these directories
by hand.

I think it would be easier on users if apt-mirror would try to create these
directories if they don't already exist.
