Libdw's API/ABI is in my opinion not stable enough to be put in a shared library. libebl is not provided shared upstream and is alot worse when it comes to API/ABI changes. Please also see my reply in #455878. I hope your package is not directly making use of libebl but really only uses libdw. Once systemtap does not need (it's headers) anymore, I intend change in such a way that you can't use it's headers anymore, probably by merging the whole thing in libdw.
