I just saw this in a changelog:
   * debian/rules:
     - Use bzip2 to compress the vim-runtime package.
   * debian/control:
     - Add Pre-Depends on dpkg (>= 1.10.24) for vim-runtime to please dak even
       though Sarge has a newer dpkg.

I think that the dak check for this pre-depends can be removed now that 
oldstable
contains 1.10.28.
