I can confirm that this bug is really a problem in horde package, because, I have exactly the same problem with the same
message, but on a brand new debian box : neither horde neither imp4 have been installed before, so I didn't use the
purge mechanism.
And the best proof is in the package itself : just have a look to the horde3_3.1.3-4etch1_all.deb package : you'll find
inside it the mentionned conf.php file containing as last line :
> $conf[\'log\'][\'name\'] = \'/var/log/horde/horde3.log\';
which cause the syntax error

I made the same modification as the reporter : removing all the backslashes in
this line
I commented out the exit(0) line at the top of the conf.php file to enable the conf wizard, but opening the horde3
homepage, I got another error :
Une erreur fatale s'est produite
Failed to import Horde configuration: Horde3 configuration disabled by default
because the administration/install wizard gives the whole world too much access
to the system. Read /usr/share/doc/horde3/README.Debian.gz on how to allow
access.
I even tried to remove the .htaccess file in /etc/horde/horde3 directory but
still get the same error.
So for me this horde release is still completely unusable.
