It seems that Compress::Bzip2 won't compress empty Packages/Sources files correctly. I have some dists in my debpool setup that I have yet to upload anything and so has empty Packages/Sources files. The compressed files turn out unreadable thus causing apt to hang. Adding a new line to each empty Packages/Sources file will cause errors in apt (E: Encountered a section with no Package: header). I assume the fix would have to be for libcompress-bzip2-perl.
