Etch version of this package (libcegui-mk2-dev in particula) produced tolua++.h and CEGUILua.h, besides other files. Sid version does not. Trying to figure out the reason, I found that at configure time, Lua is not detected. According to this page [1], it is looking for lua.pc instead of lua50.pc I have not found the correct Makefile to hack in order for the detection to work.
