Not really, oregano is usable without gnucap. For example you could prefer to 
use
ngspice as a simulation engine, which is not in Debian due to distributing
problems. You could even export the netlist to use it with any other program.

Anyway, gnucap is listed as a Recommends which should be installed by default
both by apt and by aptitude.

I believe that in general is not a really good idea to try to push Recommends
to Depends when the program works without it.
