The former is a very often used value so making it default is a very bad. Personaly I sent about an hour to find out why all the computers on my LAN became unpingable. This happend because 192.168.1.0/24 was set on both interfaces: eth0 and vmnet1. I was neither asked whether I agree with this nor warned about this. At least debconf warning message should be shown to the user.
