The tzconfig program is in the package libc6 for etch, but no package currently lenny or sid has it. It may be possible to upgrade with a non-interactive front-end and change the time zone by hand afterwards, but a postinst script may not assume the prezence of a program that is not provided by a dependency or an essential package.
