Bug#251824: this should be reopened now the CUPS is selected by default it appears there is no way to use lprng without cups

With an unchanged configuration file (as above) it is no longer possible 
to use lprng without full cupssys installed.
samba                       3.0.27a-1

log.smbd:  Unable to connect to CUPS server localhost:631 - Connection 
refused

lprng generate printer list is no longer shown with the smb.conf 
unchanged and working fromt he previous release.
