That's up to the maintainers of the package, actually, the same
as for any other package in Debian.

If a DD sponsored a version of debian-maintainers with a DM listed in
Uploaders, they could just as easily turn on Dm-Upload-Allowed in the
same upload, if it wasn't turned on. But such an upload would have to
be made by a current Uploader of the package or it would get stuck in
NEW for byhand processing due to the unique nature of this package.
