Each application keeps their own version numbers, which is to allow for
independent development of each app.  The overall release number is
still the API version number.

Did you read the howto? it is generic not debian specific but that
should fix this problem.  I am not sure where it is in the debs, but i
suspect you install phpgroupware-doc and it will show up
in /usr/share/doc/howto or similar.  You can also view it at
http://docs.phpgroupware.org/admin
