Which "normal terminal window" do you mean?  A VT (console)
or do you mean a XTerm under the X-Window-System?

In the console (VT),

    echo ${TERM}

should return "linux" but if you are in a XTerm, the reponse
should be "xterm"

Can you run a XTerm from the "Debian Menu" (Menu "X-Shells")
in your Windowmanager or Desktop?  It start a clean XTerm
which should repond "xterm" and then retry debconf again.
