After checking dhelps debhelper postinst script I found, that document.index did not exist, because reindexing did not start (maybe because of the issue reported in the OP of this report) or reindexing had not finished. After dhelp finished to reindex everything, I tried to reinstall all packages (except dhelp) for todays upgrade.
