This was only an issue for me because for some reason (which I cannot
recall ATM) I had to build the emacs22 package from source.  I have
since found a workaround for that, whatever it was, and I now use the
binary deb from the archive, so now it doesn't matter to me in practical
terms.

Maybe you should just change the comment to

# Dummy script to fool the maintainer into thinking it did something
# useful.
