Right, that's a bug. But it is not the URL that is wrong, it is simply the supposedly pointer policy which is old and AFAICT has never been used. The current authoritative one is the one you can read at http://pkg-vim.alioth.debian.org/vim-policy.html/ and in /usr/share/doc/vim/policy/vim-policy.txt.gz .
