I figured it would be obvious, given the bug I'm replying to? Anyway, when -O is a directory, wget should save the file being downloaded to <-O directory>/<filename from the URL>. But yeah, -P does what both of us want, so maybe this bug should be closed with the version of wget that added the -P option.
